A half gallon sloshed for a few minutes will mobilize the sludge nicely. A real mini tracked skid steer is a far cry from a lawnmower with a loader. You can’t buy the stuff to build a good skid steer for less than buying a used one. If the end goal is to have a skid steer just buy one. If the goal is you want the challenge of building one than that’s different.
