The front loader does not have enough down-force to raise the front wheels off the ground while pushing down. To confirm, yes I have moved the bucket into the "dump" position so this is not a matter of travel.

If it won't lift the front end, then probably you have a lift cylinder seal that is leaking internally. You could verify this by putting the bucket flat on the ground and then move the joystick to dump. There are some primary signs of skid steer issues you can catch early on to avoid productivity losses and costly repairs. By being aware of these signs, you can know what to focus on during inspections and how to maintain your skid steer better. If the loader is in float while backdragging and the front wheels of the tractor either climb a grade or drop into a depression, the bucket is neither lifted nor does it feel any downpressure beyond its own weight plus any additional weight from the loader arms. If you can lift one end of the unit off the ground and drive the ramp under the first set of wheels, you have the problem half solved.
